MEXICO: Gangs shake Monterrey

The gangs appear to be anticipating the federal government's arguments that, finally, it is winning the war on organised crime it declared in December 2006. The government has two main arguments. The first is that it is containing the worst violence to a limited number of states and municipalities and, crucially, the heavily populated and politically important areas of the Estado de México and Mexico City (or DF) are still comparatively safe. The government's second argument is that its strategy of taking out (either arresting or killing) gang leaders is working and is disabling the gangs.
